Competição da Embaixada Britânica no Brasil.

Essay Competition

Essay Competition

Social media, Arab Spring, democracy. Recurring words, current meanings, very different perceptions.

  • What was the impact of the Arab Spring on the Middle East?
  • How social media has been changing democracy?

We want to know what young people think about those things. We want the young and fresh Brazilian perspective about it.

Brazil is an emerging power and a priority partner for the UK in a number of different areas. This country has been engaging ever more actively in international issues.

In its recent mandate in the United Nations Security Council, Brazil worked closely with the UK in a variety of themes, especially when it came to Arab Spring outcomes. Despite having different positions from time to time, the dialogue between both countries has been always open and transparent.

To participate in the competition, you have to be a student of international relations, political sciences (or related area) or journalism (or other communications course).

The competition will have two broad themes:

  • "Democracy and Social media"
  • "Foreign Policy"

A winner will be selected in each one and the prizes will include 5-day trip to London, with visits to the Parliament, the Olympic Park and the FCO.

To take part you must register from 21 November to 14 December and submit your essay no later than 31 December. All essays must be written in English.

Acaba o improviso e a espontaneidade.

A gente ria disso.

FP - 10 Reasons Why Obama Will Win in 2012

10 Reasons Why Obama Will Win in 2012

From the GOP foreign-policy debate to Europe's financial crisis, here's why Obama will declare victory next year.

BY DAVID ROTHKOPF | NOVEMBER 15, 2011

Watching this weekend's Republican presidential debate on U.S. foreign policy, you might be forgiven if you thought it shed absolutely no light on U.S. foreign policy. After all, by definition ... and by God's good graces ... the views expressed represented those of people who will have precious little influence over America's international course. Only one of these people can be the Republican nominee. And, in part thanks to performances like what we saw on Saturday, even that individual is very likely not going to ever be president of the United States.

As a consequence the vapidity of Herman Cain is irrelevant. The pro-torture stance of the wing-nuts in the group is irrelevant. The ridiculous zero-based foreign aid formula suggested by Rick Perry is irrelevant. Even the pontificating of Republican non-Romney of the Month, Newt Gingrich is irrelevant. Because these weren't foreign policy ideas or positions. They were desperate cries for attention.

Sadly, also irrelevant will be thoughtful views offered by Jon Huntsman, who clearly distinguished himself as the most capable, thoughtful, experienced, and credible of the crew.

This means that the 30 minutes of the debate that CBS chose not to air will have a virtually identical impact to the 60 minutes of Obama-bashing, fear-mongering, and peacocking that actually were broadcast.

It is possible that some of the views that were offered by likely nominee Mitt Romney could be consequential. This would not seem to be good for U.S.-China relations except that there is virtually zero possibility that President Mitt Romney -- who would essentially be the hand-picked candidate of the business community and the major party presidential candidate with the closest ties to America's economic establishment in modern memory -- would actually follow through on his anti-Beijing saber-rattling once in office. Further, some of his statements were essentially meaningless to begin with -- like his assertion that a vote for him was the only way to avert Iran getting the bomb, not being backed by facts or even being remotely credible given how key what happens between now and when the next president takes office will be.

But more important still is that Romney isn't going to be the next President either. In all likelihood that will be Barack Obama. Here are 10 reasons why:

1. Obama is the incumbent. That matters. And he has become increasingly confident in using the bully pulpit to his advantage, at appearing presidential. The crucial issue is going to be economics.

2. Despite Europe's economic mess, a number of other factors suggest that the U.S. economy may begin to tick upward more during the next year. Other parts of the world are likely to be growing from the emerging markets to, in a modest way, Japan. More importantly, the likelihood that the U.S. unemployment rate declines the better part of a point to something closer to 8 percent is pretty good. That ought to be enough to make the case he avoided the abyss and turned things around in much the same way that Ronald Reagan did in 1984.

3. Like Reagan, Obama is liked and seen as trying hard to do the right thing. That, plus some signs of progress goes a long way with the American people.

4. Furthermore, none of these candidates are a Ronald Reagan. Moreover, none of them are even a George W. Bush, which is saying something. Mitt Romney is the whitest white man in America. He will look more like the establishment than Obama in an anti-establishment year. He will not get any journalistic good bounces because frankly it is hard to spin a narrative about the guy that will grab anyone's heartstrings. Want evidence, look at how desperately half the Republican party is at looking for alternatives.

5. That search for alternatives could lead to a third party candidate. If it's Ron Paul it will eat into Romney's base. It is highly unlikely the left will pose a similar challenge to Obama. As for the possibility of a centrist third party candidate, appealing as it may be, it will be less so to many if it appears that candidate can't win and will only increase the likelihood that Mitt Romney will be elected on the U.S. Chamber of Commerce ticket.

6. While external events in the world -- like the Iranian detonation of a nuclear device or a terror attack -- could hurt Obama, in all likelihood, given his growing comfort with foreign-policy and the tendency of the American people to rally around the president in times of crisis, it would be a mistake to count on such a development being more likely to help the Republican candidate.

7. The reality is that while foreign policy won't be central to the election, Obama has already succeeded in doing something remarkable: Taking it off the table. He is hard to criticize given his record with bin Laden, Al Awlaki, Qaddafi, meeting his promise in Iraq, starting to get out of Afghanistan, and restoring America's international reputation.

8. We haven't gotten to the one-on-one segment of the campaign yet. Whoever is the Republican candidate has to run against the very disciplined, intelligent, well-prepared, charismatic president. Which of those folks you saw Saturday night can hold their own versus Obama?

9. The Republican Party on the Hill, via the Tea Party and via its more extreme elements has adopted a bunch of policies that are astonishingly out of touch with the moment. They should be doing great given the economic problems. But they are not only seen as obstructionist on the Hill but they are seen as advocates of millionaires they don't want taxed and opposed to fairness in sharing the burden for the sacrifices fixing the economy will require.

10. By extension the leading voices for the Republican Party are folks like those on the stage ... and John Boehner and Eric Cantor and Mitch McConnell. Really? That's going to grab America in the current environment?

The electoral map says it will be close. But already Republican overreaching has pushed Ohio back toward Obama. The Republican hope re: Florida, Marco Rubio has suffered some self-inflicted wounds. Virginia gets bluer by the day. It's close ... but it's trending toward the President.

And so, while making predictions a year out is a sucker's game, for those of you who watched the Saturday debate and were disheartened there is at least all the above to suggest that none of it mattered that much anyway. As of right now the favorite to be the next president of the U.S. has to be the current president of the U.S.

O dólar subiu 1,38%, cotado a R$ 1,768.

The NY Times - O Sucesso da Alemanha e a Crise do Euro.

Success and Advice Cast a Giant as a Villain, Not a Model, in Europe

By NICHOLAS KULISH

Published: November 15, 2011

BERLIN — Throughout the crisis in the euro zone, as governments have fallen, debt burdens have mounted and economies have stagnated or shrunk, Germany has floated above the fray. While its economy has hummed along nicely, its leaders have steadfastly insisted that the path to redemption for the debtors lies in austerity and suffering.

When Chancellor Angela Merkel on Monday described the debt crisis as Europe’s “most difficult hours since World War II,” she was describing something most Germans had only read about in newspapers or watched on television. The German economy once again surprised experts on Tuesday, growing an unexpectedly healthy 0.5 percent in the third quarter and 2.5 percent higher than the year before.

While there were ominous signs that Europe’s slowdown would also strike Germany, its biggest economy — particularly worrisome was a sharp drop in industrial production in September — the pain that euro zone partners have been feeling has yet to arrive here.

With German consumers spending freely, unemployment has reached the lowest level since German reunification more than two decades ago, and it continued falling in October. Tax receipts consistently beat government projections, to the point that Mrs. Merkel’s coalition even has plans to cut taxes by more than $8 billion.

And in a widely noted twist on the accounting surprises that helped cover up Greek debts, Germany recently found its own mistake in the spreadsheets: its obligations were $76 billion lower than previously thought.

Germany’s continued prosperity has helped fuel growing anger in countries like Greece and Spain against what is increasingly viewed as harsh German domination. More and more, Germany is cast in the role of the villain, whether by protesters in the streets of Athens or by exasperated politicians in the halls at the recent Group of 20 meeting in Cannes, France.

“The Germans often don’t sufficiently appreciate how wrenching the economic changes are that they’re prescribing,” said Philip Whyte, a senior research fellow at the Center for European Reform in London.

Germany, Mr. Whyte said, was trying to remake all of Europe after its competitive, export-driven economic model, without understanding the connection between its success and foreign indebtedness in countries like Greece, which for years used borrowed funds to purchase German goods.

“Not everyone can be like Germany,” Mr. Whyte said. “The world as a whole doesn’t trade with the moon.”

European partners have taken notice of the yawning divide between their struggles and Germany’s strength, and of the way German leaders have resisted aggressive measures by the European Central Bank that may have provided some relief, but may also invite what for Germans is the deep dread of inflation.

Greeks in particular have been outraged at demands for change dictated by Berlin that impinge on their sovereignty. Some Greek protesters have even carried blue European Union flags with yellow swastikas in the middle and compare the debt deals to the occupation of Greece during World War II.

The European crisis has often been likened to a morality play — sinful southerners, virtuous northerners — but at times in Germany it has taken the shape of Wagnerian opera, with Germany cast as the dragon guarding its hoard of gold.

Last week, Germany was awash with reports of a proposal floated at the Group of 20 meeting that might have allowed the International Monetary Fund to draw on German gold reserves to bolster Europe’s rescue fund.

The condemnation was swift and disproportionately harsh for a suggestion that was basically doomed from the start. “The German gold reserves must remain untouchable,” said Philipp Rösler, the economy minister and vice chancellor.

A cartoon in the newspaper Süddeutsche Zeitung showed three men trying to crack a bank safe marked “Bundesbank gold and foreign currency reserves,” a reference to the German central bank.

The masked man attacking the safe with a drill had the German abbreviation for the European Central Bank on his back, while the one placing the dynamite bore the letters for the International Monetary Fund. Holding a flashlight was the president of the European Council, Herman Van Rompuy.

Leading politicians here defended the independence of the Bundesbank but also took the opportunity to call for Italy to sell off its own gold reserves, the fourth largest in the world after the United States, Germany and the International Monetary Fund.

“I am of the opinion that a country should do everything in its power to help itself,” said Gunther Krichbaum, chairman of the committee on European affairs in the German Parliament, who spoke in favor of Italy’s selling gold to help with its $2.6 trillion debt, “and in this regard Italy is far from exhausting its options.”

As the overall health of Germany’s economy and its fiscal position widen the rift with Europe’s poorer periphery, Germans have a ready response. They say that they already made the structural changes in work-force rules and pension reforms that they are now recommending for the slow-growth countries, and that, by the way, they actually pay their taxes. So if the laggards want Germany’s money, they have to play by German rules.

“We believe this success is because we have certain criteria around which we organize our economic policies, and these are the criteria we want other countries to comply with if they ask for our money,” said Tanja A. Börzel, a professor of European Union politics at the Free University in Berlin. “When you put national taxpayer money on the line, the people have a say, and that is if we have to eventually pay for the economic sins of others that they at least change their policies if we bail them out.”

Guntram B. Wolff, deputy director at Bruegel, a research group based in Brussels, said that as the focus in the debt crisis had shifted from the relatively small Greece to the much larger Italy, the need for domestic action versus international bailouts had risen. Mr. Wolff, who formerly worked at both the European Commission and the German Bundesbank, said that Berlin had played a more assertive role in the European crisis in part because the European Commission had not played as active a role as it could have, particularly over Italian indebtedness.

“The shift of power is clear,” Mr. Wolff said, “and you see that it is Berlin that has been gaining power.”

15 de Novembro - A República em Perspectiva.

"O povo assistiu àquilo bestializado", artigo de Aristides Lobo. Rio, 1889

Cartas do Rio

Pude ver a sangue-frio tudo aquilo.

Adeus.
Aristides Lobo
